Natural gas is an under-exploited resource in many Third World countries. Why? This book analyses the problems that arise in developing gas reserves, and looks for positive steps that could facilitate such development. It focuses in particular on the relationship between oil companies and governments, and it suggests practical ways in which the different objectives of governments and companies can be reconciled to their mutual advantage. There is discussion of exploration contracts, the various markets for gas, pricing and fiscal regimes, and the role of aid agencies and other financial institutions. The first section of the book presents an overall analysis, the second half analyses a series of case studies of the following countries: Argentina, Egypt, Malaysia, Nigeria, Pakistan, Tanzania, Thailand and Tunisia. Each of these illustrates different aspects of the general issues, and many show imaginative new solutions to their problems, which could be profitably followed elsewhere, and looks for positive steps that could facilitate such development. This book is intended for oil and gas industry personnel; government officials in developing countries and international organizations; development economists.
