In 1941, prior to WW II, Shanghai was a city of mystery and vice. The world's seventh largest city, it was adrift with refugees, entrepreneurs, colonial powers scrapping over China's bones, the Japanese seeking control of the Pacific to supply its industries with raw materials and oil, spies, and one Office of Naval Intelligence (ONI) agent. Faced with danger, intrigue, and an indifferent government unprepared for conflict, this was espionage in its rawest form. In a city of opium dens, gambling, rackets, assassinations, and a sophisticated form of lawlessness, spy craft was an art form, a most dangerous one.
