This work shows for the first time how in their roles as civil servants and the highest police authority in the district, council leaders in Bavaria were not only involved in the terror regime of the Third Reich but also continued their careers after the war, successfully presenting themselves as victims of the Nazi party. This broad biographical study in which the lives of 289 district councilors are examined, not only outlines both the reasons for their involvement in National Socialist crimes and their subsequent social rehabilitation in the Federal Republic, but also looks back at the development of the corps of council leaders from the end of the First to the end Second World War.
