The author notes that the language and methods of the market are permeating the culture of universities, and observes that this development raises questions about the purpose of universities. He describes changes in the higher education system with reference to the change from a binary to a unified system in Australia and the UK, and examines political and economic factors during the 1980s and 1990s in terms of their effects on universities and their management, drawing on 100 interviews with academic managers and staff in 20 universities.
